Tender Detail : Background:
Climate change is recognised as a key global and national challenge by the Government of India - as evident in the National Action Plan on Climate Change (NAPCC), the State Action Plans on Climate Change (SAPCC), as well as Nationally Determined Contributions (NDCs). With the submission of the NDCs to the United Nations Framework Convention on Climate Change (UNFCCC) in 2015, there is an increased need to develop the necessary capacities to fulfil these commitments. The project “Supporting the Institutionalisation of Capacities on Climate Change Studies and Actions” (ICCC), implemented by the MoEFCC and GIZ, aims to develop capacities in the areas of climate protection, resilience and NDC implementation as well as transdisciplinary issues. One of the key components of the project is the development of capacities specifically of government officials on technical aspects of climate change science and actions. Government officers spearhead implementation of programs and schemes in diverse sectors, and it is imperative for them to understand various aspects on climate change in detail which will help them in more efficient delivery of climate actions.

The ICCC project is supporting MoEFCC in institutionalising climate change science and practice and one of the activities includes development of self-paced e-learning modules on relevant climate change topics which has a direct bearing on the roles and activities of the concerned personnel in delivering designated climate actions. These e-learning modules will be developed based on the on the roles, activities and competencies framework (FRAC), in line with the Mission Karmayogi objectives. The e-learning modules are planned to be self-paced to help the senior officers in taking the courses at their own pace, convenience, and priority. Coverage of topics and issues will be based on the overall functions expected to be performed by government functionaries at various relevant roles.

Objectives:

- Develop e-learning content on three topics of climate change from existing training material, aligned to the roles, activities and competency framework.
- Hosting the e-learning modules in the designated platform.
- Development of user manuals for host organisation and user.
- Handholding in conduct of the e-learning course.
