Background:
GIZ, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), has been partnering with Ministry of Environment, Forest & Climate Change (MoEFCC) in implementing Indo-German Technical Cooperation projects on climate change. In this context a follow up initiative “Climate Change Adaptation and Finance in Rural Areas of India” as an integral part of the BMZ programme “Climate and Environment in Rural India” was initiated in January 2020 in partnership with MoEFCC. The overall aim of this project is to support partners in reducing climate change risks for vulnerable groups and sectors as well as capacity building of actors (different levels) in the planning, implementation and financing of climate adaptation initiatives at the State level.
GIZ would like to hire a service of technical agency to develop E learning platform (Web & mobile app based) which supports e - learning and facilitates tracking, testing their skills and certification. E Learning platform should also have the provision to organize the webinars, live interactions with Panchayat representatives and functionaries, faculty, trainers, and line departments. The E learning platform (Web & mobile app based) will be developed in Hindi language. The hosting capacity of E-learning platform should be 75000 to 100000 persons/individuals at a time for webinar/ live interaction.
The E-learning platform (web & mobile app based) aims to ensure sustainable skills, knowledge transfer and promote climate change adaptation and disaster risk reduction related capacity building to Panchayat representatives and functionaries, faculty, trainers, and line departments. The E-learning platform (web & mobile app based) will primarily focus towards following key objectives. A- To develop the E-learning platform (web & mobile app based) with robust architecture, secured, and flexible to integrate different e-learning features. B- To develop e-learning framework based on multi-layered business, content, and operational components along with multitenancy supports. C- To Develop native mobile application (Android) of e-learning platform. In this context, the selected agency is expected to carry out following tasks within 3 Work packages as mentioned in the TOR:
Task 1: Design & Development of E Learning Platform (Web & mobile app based) in consultation with Directorate of Panchayati Raj, UP & GIZ Task 2: Testing, Security & Functioning of the E learning Platform (Web & mobile app based) Task 3: E learning Platform (Web & mobile app based) deployment, and training
