Background: The module “Climate Adaptation, Resilience and Climate Finance in Rural India” (CAFRI MoEFCC II) is embedded in the DC program “Climate and environment in rural regions of India”. The program aims to improve the sustainable management of natural resources, minimize the risks of climate change, and increase productivity, income, and employment in rural areas by public and private sector interventions. The core problem is that climate policies, programs and financing mechanisms have not yet resulted in significant implementation of adaptation measures and in strengthening the climate resilience of vulnerable population groups, especially in rural India.
GIZ would like to hire a service of technical agency to Engagement of Technical Agency for Design, Development & Operationalization of MIS System and Digital Dashboard for Monitoring & Evaluation of National Action Plan on Climate Change (NAPCC).
The purpose of this assignment is to design and develop a Management Information System (MIS) and subsequently a digital dashboard for the Ministry of Environment, Forests and Climate Change, utilizing the National Action Plan on Climate Change and related relevant schemes of various line ministries at national level. The MIS system & Digitaldashboard will be based on the NAPCC and will collect & utilize data from the relevant line ministries using the availabledata sources with them and other relevant data from authentic sources/reports/surveys etc. Relevant ministries will also use the MIS system and Digital Dashboard to track & monitor the progress of NAPCC implementation. In this context, the selected agency is expected to carry out following tasks within 4 Work packages/Tasks as mentioned in the TOR:
